Problem

This error is caused by an inconsistency in the database preventing the catalog from being openend.
As the catalog cannot be openend, the error will show (in a continuous loop) when starting NEO Pro or NEO Find.


Resolution
First make sure you are running latest version of NEO Pro or NEO Find: in NEO go to Help, Check for Updates.
If a new version is available, close Outlook and NEO then install over your current version.

To resolve the database problem, a catalog rebuild of the catalog is needed (also if you just upgraded your NEO Pro or NEO Find version).
As the error is preventing starting NEO Pro/NEO Find, start NEO while holding the SHIFT key to prevent it from opening a catalog. - keep SHIFT key pressed until NEO is up and running.
When NEO still opens a catalog, close NEO and try once more while holding the SHIFT key.

After this you will be able to rebuild the catalog: in NEO click the File tab then Catalog | Rebuild Catalog.
