NEO uses an invisible copy Outlook to execute the Send/Receive command. This error occurs when the invisible copy Outlook is unable to access the CommandBars object.
Resolution
This problem is caused by a damaged installation of the Microsoft Office automation library. Please repair or reinstall Microsoft Office. For instructions on how this can be done, refer to Knowledge Base article T1141 - Repairing Outlook Environment Problems
